You can use it to create animations, but it is not video editing software (such as Premiere or After Effects). You can have video in your files however, and you can put things around it.
Do note that Flash 8 is several versions old now, and will be difficult to find for purchase other than on something like eBay (risky). Flash is now in version 10 (aka Flash CS4).
