Not legally. Adobe/Macromedia are not going to give away an old version for free. Then people wouldn't be motivated to buy the new version unless they absolutely needed a new feature (which people often do not). It wouldn't be good for business.
You could torrent it. Get a torrent application like uTorrent and then do a search for a Flash torrent. This is illegal, but its up to you what you want to do.
You could try craigslist or eBay, see if someone is selling their discs. That would likely be your best bet. Still not free, but likely affordable.
go to macromedia.com and you can download it for free. you will have to check their website to see if they have any older versions of flash though. hope this helps.
